1. Overview

The Blended Course presents the main concepts and tools, from an advanced approach, used in the analysis and mitigation of vulnerabilities in the financial sector which are the basis for the establishment of monitoring systems. The objective of the course is to assess the main risks faced by banks and non-bank financial institutions and their macroeconomic consequences. Furthermore, the course will explain how to detect an accumulation of vulnerabilities that can compromise financial stability and affect other sectors of the economy. This course will provide participants with a combination of theory and practical work that will allow applying the most modern risk assessment techniques, through the use of statistical tools and software.

2. Objectives

  1. Measurement of the main banking risks (credit, market and liquidity) and use the financial soundness indicators of the banks (for example: asset quality, liquidity, among others), such as the financial soundness indicators of the International Monetary Fund (IMF), when assessing the risks of the banking system.
  2. Prepare and perform basic stress tests to measure solvency and liquidity and interpret the results.
  3. Monitor the accumulation of systemic risks and vulnerabilities related to credit, real estate prices, leverage, balance sheet mismatches and interconnections.
  4. Evaluate how shocks can be amplified through the financial system, for example, from extreme illiquidity events.

4. Minimum Qualification Requirements

  • This course is aimed at the technical staff of risk analysis and off-site supervision of your institution. As well as supervisors, in general, with statistical background.
  • Participants must have an advanced university degree in economics or finance, statistics or related, or equivalent professional experience.
  • Have knowledge of the use of Excel and econometric software (at the level of STATA or EViews).

5. Minimum Requirements for Certificate

  • This course has two components. An online course and an on-site course. Officials who send a registration application must complete both components to receive their certificate.
  • In order to obtain the certificate, it is necessary to have completed the online course of “Financial Market Analysis” (FMAx). This course is an introduction to the fundamental aspects of financial analysis that integrate the set of tools used by the authorities in charge of formulating economic policies.
  • In order to obtain the certificate, it is necessary to have completed the on-site course that will take place in Panama City, Panama.
  • It is recommended (not required to obtain the certificate), to have completed the online course "Macroeconomic Forecasting" (MFx) that belongs to this course. This course seeks to strengthen the capacity of participants to develop forecasts and macroeconomic models through the application of theoretical foundations and empirical analysis.

6. Important Note for Online Courses

  • Both online courses (FMAx and MFx) are available in English and have a self-paced mode in which each participant, once enrolled, can choose the speed at which they access each module of the courses.
  • The online courses will be enabled once the official's application is accepted by the training coordinator of your institution and ASBA.

7. Date to complete the Online Courses

October 14, 2019 — February 21, 2020 (The courses are designed to be completed in 6 weeks. ASBA provides a range of 19 weeks for the participant to complete the course at their own pace, respecting the deadline)

8. Date and Venue to the On-site Course

March 16-20, 2020. The course will be placed in Panama City, Panama (For more detail see Agenda).

8. Language

English is the official language for the Online-Courses.

Spanish is the official language for the On-site Course. Simultaneous interpretation services will be available during the sessions.

9. Registration Process

  1. Request to your training coordinator an access account for the ASBA’s Activities Manager.
  2. Once you have your username and password, access the Activities Manager through the following link www.asbaweb.net
  3. Complete your profile and personal information.
  4. Make your application to the selected course during the registration period.

10. Registration Deadline

October 28, 2019.

No applications will be accepted after this period. Should the number of applicants not reach the minimum after this period; the Association may cancel the training activity to avoid causing unnecessary expenses to the host member.

11. Maximum quota

The seminar is limited to 35 participants who will be selected based on their meeting of the Minimum Qualification Requirements on a first-come first-served basis.
